The charges are expected to be announced by acting Attorney General Matthew Whitaker at a press conference Monday afternoon.

The pair of indictments shows the severity of the U.S. concerns about a Chinese telecom-equipment maker the government has long suspected of working to advance Beijing's global ambitions and undermine America's interests.

David Martin, Meng's lawyer in Canada, didn't immediately respond to messages seeking comment.

Prosecutors said Huawei, and Meng in particular, lied to banking authorities to avoid questions about whether the firm evaded USA sanctions prohibiting firms from doing business with Iran. "They willfully conducted millions of dollars in transactions that were in direct violation of the Iranian Transactions and Sanctions Regulations, and such behavior will not be tolerated".

The indictment alleges that Huawei, two affiliated companies, and its chief financial officer Meng Wanzhou committed fraud and conspiracy in connection with deals in Iran.

The indictment, based on 23 grand jury allegations, accuses Huawei and Meng - the company's chief financial officer and daughter of its founder - of misrepresenting their ownership of a Hong Kong-based subsidiary between 2007 and 2017 to circumvent USA sanctions against Iran.

The CFO was released on bail December 11, 2018, and is due to return to court in Vancouver, Canada, on January 29.

U.S. Commerce Secretary Wilbur Ross said the Trump administration is cracking down on those who violate trade sanctions. Specifically, robotic technology that tests the durability of smartphones. Huawei has said the two companies settled their dispute in 2017.

The charges in both cases add to U.S. pressure on Huawei, the world's biggest telecommunications equipment maker.

Prosecutors in Manhattan said that Huawei concealed its relationship with Skycom Tech Co.

During the investigation, the FBI uncovered emails dated from 2013 from Huawei, promising to pay bonuses to employees who steal information from other companies around the world. Huawei was also charged with conspiracy to obstruct justice.

It alleged the two executives tried to steal robotic technology from US carrier T-Mobile to test smartphones' durability.

DOJ views Meng's criminal case as separate from the trade tensions between the USA and China. Huawei officials also provided assurances to the US Congress that its business didn't run afoul of any US law pertaining to Iran. The United States has embarked on a global campaign to block Huawei from providing the backbone of the next generation of wireless technology, known as 5G, saying the company poses risks to national security.
