Meanwhile, South and North Korea have been settling matters in relation to the peninsula on their own. US officials said Trump is not seeking a meeting with the Iranian leader, but is not opposed to talking if Iran requests a session. Korean officials have been pushing for an assurance that they will receive an exemption.

"I think the only way you really get to nuclear use on the peninsula is not the North surprise-attacking anyone or the US surprise attacking the North, it's more from something ... that has the risk of spiraling out of control", Gomez said.

They also will designate no-fly zones for helicopters, drones and hot-air balloons, which are used to deliver propaganda leaflets, above the Military Demarcation Line that runs through the Demilitarized Zone.

Asked if that would be before the end of the year, he replied: "Yes".

The two men met for the first time in June at a summit in Singapore that critics described as heavy on theatre but weak on substance.

That included plans to remove all mines and to disarm troops in the Joint Security Area in the truce village of Panmunjom.

According to Suzanne DiMaggio, an expert on North Korea and Iran at the Carnegie Endowment for International Peace, Trump's address to the assembly will be the "polar opposite of what we heard previous year".
