Russian Federation to provide Syria with new missile system, over Israeli opposition

He said the Russian plane was downed by a Syrian anti-aircraft missile off the coast of the Latakia governorate on 17 September in response to an Israeli raid on Syrian targets.

"We are certain that the realization of these measures will cool the "hot heads" and will keep them from poorly thought-out actions which threaten our servicemen", Shoigu said.

Russian Federation intervened military in the long-running Syrian civil war in 2015.

Shoigu said Russian Federation will also jam military aircraft communications in the airspace next to Syria over the Mediterranean Sea, while upgrading Syria's air-defense command systems.

"According to information of our military experts, the reason (behind the downing) were premeditated actions by Israeli pilots which certainly can not but harm our relations", President Vladimir Putin's spokesman Dmitry Peskov told journalists. Moreover, the Israelis misinformed the Russians about the location of their targets.

Putin and Syrian President Bashar al-Assad discussed the additional measures and delivery of the S-300 system on the phone on Monday, the Kremlin said.

"In regions near Syria over the Mediterranean Sea, there will be radio-electronic suppression of satellite navigation, on-board radar systems and communication systems of military aviation attacking objects on Syrian territory".

"Russia in this case is acting in its interests only, these actions are not directed against third countries, but towards defending our own military", he said.

Israel has long lobbied Moscow not to provide the S-300 to Syria, fearing this would hinder its aerial capability to strike buildups of Iranian and Hezbollah forces in Syria. The S-300 system was first deployed by the Soviet Union in 1979, designed for the air defense of large industrial and administrative facilities, military bases and control of airspace against enemy strike aircraft.

Israel and Russian Federation have been embroiled in a tense diplomatic row since the downing of the Ilyushin Il-20 electronic surveillance aircraft last week, during an Israeli air strike near the Syrian city of Latakia.

The Russian-made system, made up of radar arrays and missile launchers, offers long-range protection against both fighter jets and missiles.

According to the halturnerradioshow.com, nearly seven Ilyushin Il-76 military transporters of Russian Air Force have arrived at Khmeimim military airbase on 22 September.

He said the warning time before the strike was "much longer than one minute".

"We believe that the blame for the Russian Il-20 aircraft tragedy lies entirely with the Israeli Air Force", said Russian defence ministry spokesman Major General Igor Konashenkov in a press conference in which he revealed the details of the incident. Israeli military officials have previously praised the hotline's effectiveness.
