Canada and the United States will restart high-level talks Tuesday on the North American Free Trade Agreement as Foreign Affairs Minister Chrystia Freeland returns to Washington in hope of making progress on stubborn differences.

He added that the Office of the United States Trade Representative wants to wrap up talks with Canada quickly.

"They (Canada) want to be part of the deal, and we gave until Friday and I think we're probably on track".

As Canadian Foreign Minister Chrystia Freeland arrived back in Washington, Prime Minister Justin Trudeau warned of what he termed "massive disruption" and job loses on both sides of the border if Washington follows through on threats to impose auto tariffs.

Trump is particularly incensed by Canadian tariffs imposed on dairy products, which he says are "killing" U.S. farmers, especially in Wisconsin. While Reuters reported on Tuesday that Canada is prepared to make concessions on the issue, it is likely to face opposition among supporters of Trudeau's Liberal Party in Ontario and Quebec.

A couple of weeks ago the White House announced a new NAFTA deal between the US and Mexico, which they sent up to Congress for possible consideration.

"If (Trump) goes to Congress with a bilateral arrangement with Mexico, he's got problems - real problems", Mulroney said.

Speculation has been building in recent weeks that the Trump administration is in the midst of a pivot from picking trade fights with allies to focusing on confronting China.

Freeland is at a women's summit today in Toronto, while Lighthizer is overseas to meet with the European Union trade commissioner.

Canada is the United States' second-largest trading partner, with US$673 billion in total goods and services crossing the border in 2017. A political deadline in Mexico to sign the deal by December 1, plus requirements in American law have put pressure on Canada to join the pact by the end of this month at the latest.

Major stumbling blocks for Ottawa and Washington remain: an worldwide system for resolving disputes, Canada's protected dairy industry and Canadian cultural subsidies.

"To me, a lot of that is consistent with my suspicion that the USA doesn't really want to get a deal [or] at least the [Trump] administration doesn't", he said, citing the leaked off-the-record comments Mr. Trump gave Bloomberg in late August when he said he was refusing to compromise with Canada and that any deal with Canada would be "totally on our terms".

What's at stake is huge for both the US and Canada.

He told reporters in Winnipeg on Tuesday, "We are better off having no NAFTA than a bad deal for Canada".

Experts note that the desire to make a trade deal happen is influenced by upcoming political events, including the USA midterm elections in November, a transition of presidential power in Mexico in December and next year's Canadian election.
